WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING
February 26, 2014
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, February 26, 2014, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Gary Baker, Russell Winch, and Debbie Zimmerman; Planning and Zoning Administrator Susan Hauver, Public Works Director Robert DePaola, Town Manager Gloria Long Rollins, 9 citizens, Kelsi Loos of the Frederick News-Post, and TFC Bill Burke.
The meeting was called to order with the Pledge of Allegiance and a prayer by Gloria Rollins.
Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Russell Winch, to approve the Town meeting minutes of February 12, 2014. The motion passed by a vote of 3-0.
2. APPROVAL OF VERIZON SITE AGREEMENT FOR DISCOVERY TOWER
Ms. Rollins reviewed the proposed site agreement for Verizon Wireless to locate their wireless telecommunications facility. She noted that the commencement date for the activation is September 1, 2014 and the rental amount is $2,500 per month.
Commissioner Russell Winch made a motion, seconded by Commissioner Debbie Zimmerman, to authorize Burgess Whitmore to sign the site agreement with Verizon Wireless for Discovery water tower. The motion passed by a vote of 3-0.
3. VERIZON RECOMMENDATION REPORT FOR CRUM TOWER
Ms. Rollins reviewed the recommendation letter from Center for Municipal Solutions, the Town’s wireless telecommunications consultant, regarding the conditions of approval for commencing the service at the Crum Road water tower.
Commissioner Russell Winch made a motion, seconded by Commissioner Gary Baker, to proceed with sending the recommendation letter to Verizon for their facilities located at Crum Tower. The motion passed by a vote
4. JANUARY 2014 POLICE REPORT
TFC Bill Burke reviewed the statistical report for the month of January. He noted that there had been an armed robbery in Deerfield. He also noted that the thefts from vehicles had substantially decreased due to the arrest of one individual last year. Discussion ensued about placing items of advice from the resident troopers on Facebook and the website. There are already some items on Channel 99. We will also check into placing the statistics on the website without location addresses.
Trooper Burke announced that the annual "National Night Out" planning is in process and will be held on August 5th, 2014 with lots of exciting activities.
5. CONSTANT YIELD NOTIFICATION
Ms. Rollins reviewed the 2014 Constant Yield Tax Rate Certification notice from the State of Maryland. She noted that the constant yield tax rate is 14.94˘ and the Town’s current tax rate is 15˘. The Town is exempt from advertising a tax increase. Commissioners discussed options and decided to advertise a 25˘ tax rate in preparation for budget work. This will give them the legal authority to raise the tax rate if needed.
Commissioner Russell Winch made a motion, seconded by Commissioner Gary Baker, to advertise a 25˘ per $100 of assessed property value. The motion passed by a vote of 3-0.
6. ACCOUNTS PAYABLE
Commissioner Russell Winch made a motion, seconded by Commissioner Gary Baker, to pay the attached bills. The motion passed by a vote of 3-0.
7. COMMISSIONERS’ CONCERNS
Commissioner Debbie Zimmerman asked that all members of the Parks Committee be reappointed for a 2-year term. Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Russell Winch, to reappoint all current Parks Committee members for another 2-year term (Artie Fauble, Wanda Heurich, Thom Beckley, Mary Ann Brodie-Ennis, Jim Beard, Bill Dyke). The motion passed by a vote of 3-0.
Burgess Whitmore asked the status of the GVAA agreement. To date, we have not heard from them since the last Town meeting. The item will be placed on the next meeting agenda.
Ms. Hauver notified commissioners to add Tuesday, March 11th, to their calendars for a Planning Commission workshop on recreational reservations in subdivisions.
8. CITIZENS’ QUESTIONS AND CONCERNS
Mr. George Rudy, in exile, suggested that with the new website development a calendar be added, and GVAA be required to fill in all activities going on within the organization. When citizens click on the Town calendar everything going on in the Town will pop up on each day. This would provide a means to make everyone aware of conflicts in scheduling the park. This will work only as well as information is kept up to date on the site.
Burgess Whitmore announced that Bulk Trash Pickup will be Saturday, June 14th, 2014. Citizens are encouraged to place their items by the curb anytime after the Wednesday, June 11th garbage pickup.
