WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING

March 12, 2014

The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, March 12, 2014, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Gary Baker, Donald Schildt, Chad Weddle, Russell Winch, and Debbie Zimmerman; Planning and Zoning Administrator Susan Hauver, Public Works Director Robert DePaola, Town Manager Gloria Long Rollins, 15 citizens, Kelsi Loos of the Frederick News-Post, Sherry Greenfield, reporter, and TFC Matt Crouse.

The meeting was called to order with the Pledge of Allegiance and a prayer by Commissioner Chad Weddle.

1. MINUTES

Commissioner Debbie Zimmerman made a motion, seconded by Commissioner Russell Winch, to approve the Town meeting minutes of February 26, 2014. The motion passed by a vote of 3-0-2, with Commissioners Chad Weddle and Donald Schildt abstaining.

2. DRUG INFORMATION SEMINAR INFORMATION

Commissioner Donald Schildt introduced PTSA President Susan Writer. They shared the information and plans for the Drug Seminar to be held April 2nd, 2014, from 7:00 – 9:00 p.m., at the Walkersville High School Media Center. The Town is sponsoring the event and the $300 speaker fee, in conjunction with the PTSA. It is an adult only informational presentation.

 

3. ORDINANCE 2014-02 – FENCE REQUIREMENTS

Commissioner Chad Weddle announced that he will attend the Planning Commission Workshop on Tuesday, April 8th to work with them on revisions to the fence setbacks and requirements.

 

4. TAX EQUITY CALCULATION 2015

Ms. Rollins reviewed the calculation received from Frederick County for the reimbursement of tax funds collected from Walkersville residents for services not provided by the County. Tax equity went to $723,000 from $701,000 in FY 2014.

5. GVAA AGREEMENT

There were no representatives from GVAA to update the commissioners on the status of the agreement.

Commissioner Chad Weddle made a motion, seconded by Commissioner Russell Winch, to request a signed copy of the agreement by April 1, 2014. The motion passed by a vote of 5-0.

6. FRIENDS OF THE WALKERSVILLE LIBRARY REQUEST

Commissioner Chad Weddle made a motion, seconded by Commissioner Donald Schildt, to allocate funds to continue the climate controlled storage unit rental for the Friends of the Walkersville Library, starting in May.

The motion passed by a vote of 5-0.

 

7. ACCOUNTS PAYABLE AND FEBRUARY 2014 FINANCIAL STATEMENTS

Commissioner Chad Weddle made a motion, seconded by Commissioner Russell Winch, to pay the attached bills and approve the February financial statements. The motion passed by a vote of 5-0.

 

8. COMMISSIONERS’ CONCERNS

Burgess Whitmore asked if there were any volunteers to deliver Meals on Wheels in the month of March.

Commissioner Donald Schildt asked Mr. DePaola for an update on the water plant bids. He reported that the engineering firm is still evaluating the plant.

Ms. Hauver notified commissioners that the Planning Commission will continue working on recreational reservations in subdivisions. She asked commissioners to re-introduce the original ordinance to allow more time for the work to be completed. Commissioner Chad Weddle made a motion, seconded by Commissioner Russell Winch, to reintroduce Ordinance 2014-01 regarding recreational land requirements in subdivisions. The motion passed by a vote of 5-0.

In reference to the information received from the Keys Stadium for a Town picnic, Commissioner Chad Weddle asked to be provided with the cost per person for last year’s town picnic held in Community Park.

 

9. CITIZENS’ QUESTIONS AND CONCERNS

Mr. George Rudy, in exile, presented a letter/request he will be sending to MDE regarding the Valero gas station status. He also expressed his opinion on the Crum Road cell tower and the Town’s wireless telecommunications consulting firm.

Whitney Duck,216 DeLaura Ave., Brunswick, notified commissioners that she is running for Frederick County Council at large. She proposed a new non-profit group to assist children in crisis, noting that there are 659 children in the Frederick County Public School system identified as homeless. She can be contacted at theduck2@comcast.net by anyone who is interested in assisting or intervening on a child’s behalf.

Burgess Whitmore reminded that Bulk Trash Pickup will be Saturday, June 14th, 2014. Citizens are encouraged to place their items by the curb anytime after the Wednesday, June 11th garbage pickup.
