WALKERSVILLE BURGESS & COMMISSIONERS TOWN MEETING
October 23, 2013
The Town meeting of the Walkersville Burgess & Commissioners was called to order on Wednesday, October 23, 2013, at 7:30 p.m. Those in attendance included Burgess Ralph Whitmore, Commissioners Donald Schildt, Chad Weddle, and Russell Winch, Town Manager Gloria Long Rollins, Planning and Zoning Administrator Susan Hauver, Public Works Director Robert DePaola, 9 citizens, and Kelsi Loos of the Frederick News-Post. Commissioners Gary Baker and Debbie Zimmerman were out of town.
The meeting was called to order with the Pledge of Allegiance and a prayer by Commissioner Chad Weddle, requesting safe travels for all the Trick or Treaters on Halloween and remembering all the saints that have gone before us on All Saints Day.
Commissioner Russell Winch made a motion, seconded by Commissioner Donald Schildt, to approve the Town meeting minutes of October 9, 2013. The motion passed by a vote of 3-0.
2. DRUG TAKE BACK DAY EVENT REMINDER
Commissioner Russell Winch reminded all that October 26th is Drug Take Back Day, with seven locations available throughout Frederick County to drop off unused prescription medications as follows: Harry Grove Stadium, Thurmont Police Department Headquarters, Natural Resources Police-Echo Lake Office, Fort Detrick ( 2 locations for those with base access), Maryland State Police Frederick Barracks, and Public Safety Training Facility.
3. ACCOUNTS PAYABLE
Commissioner Russell Winch made a motion, seconded by Commissioner Chad Weddle, to pay the attached bills. The motion passed with a vote of 3-0.
4. COMMISSIONERS’ CONCERNS
Commissioner Donald Schildt gave an update of the Veterans’ Day program plans, noting that one of the speakers has been replaced and possibly one more WWII veteran will be in attendance.
Commissioner Donald Schildt made a motion to have GVAA come to the January 2014 Town meeting and present their financial statements. The motion died for lack of a second.
Commissioner Donald Schildt asked if the park ranger car is yet in use. Yes.
Commissioner Chad Weddle expressed his disappointment at not being able to vote "no" on anything as there were not enough commissioners in attendance to do so J
Commissioner Russell Winch reminded citizens that Frederick County is sponsoring a drop off of nasty stuff at the Reich’s Ford land fill.
5. CITIZENS’ QUESTIONS AND CONCERNS
Mr. George Rudy, of Frederick, reported on his current activities:
Robert Clubb, of 103 W. Frederick Street, registered his complaint about Marcella’s, noting that the town allows it to look like a crack house, while he gets charged $100 when one of his trees is leaning. He says they have no electricity, there are rodents, and it’s an eyesore. Code Enforcement officer will be notified again of the complaint. He has been promised by the property owner that it will be cleaned up.
Request for additional garden plots was postponed until all commissioners were present to discuss.
There was no further business introduced for the good of the community.
The meeting adjourned at 7:45 p.m.
